RUNWAY AND TAXIWAY LIGHTING REHABILITATION
Pursuant to Section 143-129 of the General Statutes of North Carolina, Lincoln County and the Lincoln County Regional Airport are soliciting Formal Sealed Bids for RFB 2026-0303 RUNWAY AND TAXIWAY LIGHTING REHABILITATION from qualified contractors to perform work as required by the Contract Documents. Bids will be received at the location listed below until the date and time listed:

All bids must be submitted in a sealed envelope and plainly labeled on the outer most package “RFB 2026-0303 RUNWAY AND TAXIWAY LIGHTING REHABILITATION.” The inside and outside package shall include the Contractor’s License Number. Bids shall include one (1) hard copy and (1) digital copy in portable document format (PDF) on a flash drive.
The public opening and reading aloud of the bids will be at 1400 hours local time on Tuesday, March 3, 2026 at 353 N. Generals Blvd. in Lincolnton, NC 28092.
A pre-bid meeting to permit the Bidders to examine the project site, existing equipment installations and adjacent areas will be held at 1400 hours local time on Tuesday, February 10, 2026, in the Conference Room of the Airport Terminal Building, Lincoln County Regional Airport, 714 Jack Dellinger Drive, Iron Station, NC 28080 and via Microsoft Teams. Bidders wishing to attend the pre-bid meeting via Microsoft Teams shall email an invitation request to no later than 1700 hours local time, Monday, February 9, 2026. Attendance at the pre-bid meeting is mandatory.
E-mail all questions regarding the bid documents to (Engineer) and (Owner). Questions shall include “RFB 2026-0303” in the email subject and must be submitted by 1700 hours local time, Tuesday, February 17, 2026. All clarifications, answers to questions and changes made to the RFB will be responded to by written addendum. The addendum will be posted on the County’s Website and the Plan Room at Richa Graphics.

Bidders may obtain a complete set of bidding documents from Richa Graphics, 704-331-9744, 800 North College Street, Charlotte, North Carolina 28206. All bid documents including addendum(s) are non-refundable. Contact Richa Graphics for document and shipping costs. Please note: Richa Graphics is the official Plan Room provider. Bidders must be listed on the plan holder’s list held by Richa Graphics in order to receive any Bid Documents. The date that the Bidding Documents are transmitted by the Plan Room will be considered the Bidder’s date of receipt of the Bidding Documents.
All Contractors are hereby notified that they shall have proper Contractor's licenses as required by the state laws governing their respective trade in the state where this Project is located. See bid documents for prequalification requirements with the North Carolina Department of Transportation.
No bid may be withdrawn for a period of one hundred twenty (120) calendar days after the closing time for the receipt of bids. Lincoln County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time.
